attracted members on the promise of joining a genuine co-operative,
providing protection from the Regulator together with quality service
at a lower price. Now most networks seem expensive and too large

and guidance, whilst allowing intermediaries to remain directly
regulated.
However,
changes within the industry have once again prompted intermediaries

such as compliance, research and technology. However, this can be
